Repair UCF context routing after the public rollout

Why

Merged PR #3 added the context layer, but START-HERE.md and PROJECT-CONTEXT.md routed readers to docs/claims.md, docs/evidence.md, and CHANGELOG.md as though those files existed on the default branch. They currently exist only in open draft PR #2.

Proposed changes

• remove draft-only files from the START-HERE-META review-source list and default-branch navigation;
• route current claims and evidence evaluation to the README's methodology, epistemic framing, and research questions;
• identify the v1.1 claims, evidence, model, and change record as proposed work in draft PR Reconcile UCF with the living paper; add scoped definitions and a worked example #2 rather than current canon;
• clarify that the existing glossary and documentation index must be read under the README's more careful scope boundaries;
• preserve all shared headings and project-context front matter.

The README link is already present and working, so it is unchanged. This proposal changes routing and status description only; it does not approve PR #2, rewrite UCF's substance, or promote draft material to canon.
