Patch release 0.8.13. Bumps the product version in versions.toml, Cargo.toml, Cargo.lock and the Formula.

Limited review of release head 5e277e2: the four-file diff consistently bumps Wally from 0.8.12 to 0.8.13 in Cargo.toml, Cargo.lock, versions.toml and the Formula. Verified that the merged Flint #215 and Command Code #216 commits are ancestors of this head. The Formula download URL advances to the v0.8.13 macOS asset; its documented placeholder checksum still needs the normal release/tap stamping step once the artifact exists. No broader URL replacements are established by this diff. At review time macOS, Windows and Windows ARM64 CI remain in progress; no failing checks were reported. The previously documented Command Code compare/rename race remains: avoid concurrent provider-configuration changes during a Wally session. This is a limited source review, not verification of a published release or runtime testing.
