Add .github/workflows/update-version.yml following RustedBytes/rsloop's Update Version workflow.
A manual workflow_dispatch accepts MAJOR.MINOR.PATCH without a v prefix, synchronizes Cargo.toml, Cargo.lock and pyproject.toml, validates locked Cargo metadata and whitespace, rejects a no-op, then commits and pushes release: v to the selected branch. Inputs are passed via environment variables. No tags or package publication are performed.
Validation: exercised the embedded updater in a temporary checkout (0.3.0 → 0.3.1), checked all three versions and cargo metadata --locked --offline --no-deps, and rejected five invalid version formats. YAML parses and git diff --check passes. The workflow was not dispatched because no target release version was requested.
