Add all remaining admin 2 boundaries

• useful for masking off Germany
• these can be less official than the german border since we're just using them for graphics
• we'll use nat earth boundaries for everything other than germany and snap neighoburing countries so there's no gaps, see: https://gis.stackexchange.com/a/290095

This is blocked by #21 like everything else but we can write the code and manually upload the tiles anyway
