CI validation mirror for the upstream-ready fix for block#2897.
This branch adds the missing relay-confirmed kind:41001 DM event, addresses it to every participant, and makes re-open backfill idempotent. The integration regression uses two identities and checks both discovery paths.
This PR is only a CI mirror. Do not merge it. The upstream PR will carry the review discussion after the checks pass.
Song reference: recipient-side discovery should not be Message in a Bottle. The relay already knows where every participant lives.
