The gate fails with "diff too large for a full review" on PRs that only touch a few lines of HTML, because the rebuilt minified demo/tailwind.css adds about 59 KB to the diff (limit is 60000). This drops tailwind.css sections before the size check. Source files are still reviewed in full. Adds a unit test.
