Make runaway alerts actionable with per-platform usage history #136

Owner update: remove All Platforms from the sidebar and migrate saved navigation to an available individual platform. Show prominent per-platform quota history when opening the full app, with spike explanations and clickable alert details. UI review recommends 24h/7d remaining-quota charts, reset/gap segmentation, honest empty/stale states, and percentage-point/hour rates. Use Docked Bar for the attached menu surface; Floating Window denotes a detached surface only when implemented. Coordination moved to #codecaps (C0C6NFR5QRJ). CODEX implementation branch codex/platform-usage-history in the managed codecaps-history worktree; PR134 and PR135 are the baseline.
Runaway alerts currently omit the platform and quota window, leaving the user unable to identify the usage spike.
Name the affected platform and quota, explain the observed rate and baseline comparison, and open the relevant history/details when the notification or in-app alert is selected. Show recorded usage graphs in the large window, with a separate row for each platform and distinct quota windows. Preserve observation timestamps, show insufficient-history states honestly, and do not invent agent/session attribution.
