Created the DIST_ALERT.ipynb and dist_analysis.py module

DIST_ALERT.ipynb

• Accesses the DIST-ANN product
• Creates and implements functions that quantify the disturbance rate within PAs
  • All of these functions mask or threshold the pixels based on values within their respective bands of interest to identify disturbed pixels. The number of disturbed pixels are then divided by the total number of pixels in each PA to get the disturbance rate.
  • Organized based on bands within DIST-ANN
    • VEG-DIST-STATUS
      • calculate_site_disturbance_rate()
      • calculate_all_sites_disturbance_rate()
      • visualize_site_disturbance()
    • VEG-ANOM-CONF + VEG-ANOM-MAX (AC)
      • maskAC()
      • calculate_site_AC_dist_rate()
      • calculate_all_sites_AC_dist_rate()
      • visualize_AC_site_dist()
• Performs analysis for the years 2023, 2024, and 2025
• Accesses and visualizes Dynamic World data for 2023, 2024, and 2025
• Final sections document claude informed functions for building DW mode mosaics
  • At this stage the section labeled claude was pasted directly from claude but in future PRs gets reorganized

dist_analysis.py

• A module containing variables and functions used to process, analyze, and visualize Dynamic World
  • All of these functions at this state were created by claude are updated, improved upon and moved in later commits and PRs
• Used in the later section of the notebook - "claude"

Notes for reviewers

This PR is from an early state of this notebook where many problems in organization and documentation still existed. The later PRs clean and correct many problems that are present here.
