Build background job queue with retries

Overview

Implement a robust background job queue with automatic retries.

Requirements

• Add a reliable job queue that supports asynchronous processing.
• Implement retry logic with exponential backoff and configurable limits.
• Handle job failures gracefully and log errors for observability.
• Support dead-letter handling for jobs that exceed retry limits.

Acceptance Criteria

• Job queue processes tasks reliably in production.
• Retries behave as configured, with no silent data loss.
• Tests cover success, failure, and retry paths.

I'll add a job queue with exponential-backoff retries, configurable limits, error logging and a dead-letter store for jobs that run out of retries, plus tests for the success, failure and retry paths and a usage section in the docs. I've had 4 PRs merged in wraith-protocol/sdk this wave.
