Overview
Bumps the default Socket Registry Firewall container image from 2.13.8 to 2.13.9 and the Helm chart patch from 0.11.15 to 0.11.16.

Chart.yaml appVersion, helm/values.yaml image.tag, Helm README defaults, CloudFormation EKS parameters (ChartVersion, FirewallImageTag), the DNS-override example values file, and CloudFormation README docs are updated so greenfield installs and docs stay in sync. No chart templates or application/runtime logic change in this diff—only pinned defaults and documentation.
