Addresses the four related issues in one PR:

  • Mark partial regional signup synchronization as pending, preserve its repair audit record, and cover inline recovery.
  • Give all Supabase migrations unique ordered versions; add a fresh-database CI sequence check and schema smoke check.
  • Fail regional routing with an actionable 503 when no region is healthy.
  • Add SDK/shared-type parity assertions with an explicit allowlist for intentional API model differences.
