We are no longer using GitHub CodeQL. This deletes the leftover CodeQL workflow file(s), including the scheduled (cron) trigger that still runs.
This PR only removes a standalone CodeQL workflow; no other CI is affected.
Opened by the remove-codeql cleanup utility.
