add QUICKNOTES.md: remaining V.05 launch items

Summary

Adds QUICKNOTES.md to the repo root as a quick reference for the final V.05 launch cleanup items after the Zenodo deposit (10.5281/zenodo.20029607). The note tracks three remaining items:

1. Update paper/v05/clawrxiv-draft.md line 9 from (pending publication) to (published).
2. Update README.md line 14 from 2026-05-XX to 2026-05-04.
3. Create the GitHub release tag (v0.5) and check off the corresponding line 103 in CLAUDE.md.

The note is self-describing and marked safe to delete after items are resolved.
