Board-driven continuous execution: assign/claim/progress/handoff via track_tasks #1205
Description
Problem
交付组（及同类多 Bot 群）无法靠看板持续自主跑通：派活仍靠群里 @ 接力，领活/进度靠聊天汇报，task-drive 唤醒与群回合叠床架屋。Owner 要求：派活、领活、更新进度都通过看板，整套流程自主持续执行。
Related: #1203 / PR #1204（上下文预算 + 板快照 + 禁止群内进度小说）已在途，不够覆盖「持续调度」。
Desired behavior（四环）
- 派活 = 写卡：Chief/分诊只
track_tasks（总任务 + 子任务，assignee落到具体 Bot）。无卡不开工；群里@下一棒不再当作派活。 - 领活 = task-drive 唤醒（Let one task lead assign group cards and start the assignee in the group #1185 已有底）：卡落到某人后，在其任务/私聊会话叫醒，不进群回合。被
@且板上进度已新 → 默认可[PASS]（或 host 短路）。 - 执行中只改自己的卡：
progress/note/waitingFor写在卡上；群默认静音。 - 交接 = 改卡 + 可选短唤醒：完成卡 → 下一棒可领或改
assignee；task-drive 接着推。定时器（如 Chief 拍）仅在板有变化或卡阻塞时发言。
Acceptance
- 新建/改派带
assignee的子任务会唤醒目标 Bot，且不开群回合 - Bot 更新自己的卡进度后，下一棒（若已 assignee）会被 task-drive 推；无需群里报「我做完了」
- 群
@且该 Bot 开卡进度/备注已覆盖当前线索时，倾向[PASS]（prompt 和/或 host 短路，二选一或兼用，以实现为准） - 与 Budget group-turn context and drive work from the board #1204 的板快照 / ROOM_REPLY 板纪律一致；测试覆盖派→领→进度→交接主路径
- 文档/changelog 说明：看板是调度器，聊天只叫醒与拍板

- 改生产群公告文案（ops，另做）
- 部署正式服
