fix(workflow): sidebar Past rooms / Bot / Workflow row polish (contrast, cut-off, EN+CN mix) #1488

Problem
Written-by: FlyBotDebugger visual pass 4 (LIVE prod via cookie proxy :8765)
LIVE prod left sidebar polish around Workflow rooms:
- 「Past rooms 1」 toggle — tiny, low-contrast disclosure arrow next to the count
- Bot rows with subtitle 「no longer shared」 mixed into the live Bots / Chief list (reads like an active peer)
- Workflow row subtitles cut off — e.g.
Enqueue 正在处理 #1445…— and mix Chinese into an otherwise English UI
Expected
- Readable Past rooms disclosure (size / contrast)
- Stale / unshared Bot rows moved out of the live list or clearly demoted (e.g. Past / inactive section)
- Workflow subtitles ellipsis with full text on hover; English-only copy in an English UI (or consistent locale)
Context
- LIVE prod tip still pre-End workflow zombie runs on dispose and reap #1465+Fix workflow concurrent run controls and flowchart layout #1467+Polish workflow UI: compact assign rows, fix status badges, improve text display, align controls #1473 upgrade unless verified otherwise
- Leave fix(host): a Workflow run Bot keeps the team tools, whatever the node's tools list says #1445 untouched; no prod-upgrade ask
- Not a re-file of face-room Past rooms history (Face room Open status chip is lowercase/low-contrast; Past rooms Open control cramped #170 etc.) — this is Workflow sidebar chrome

Not filing a separate Settings-list i18n issue — treat as in-scope residual for #1488 unless maintainers want it split.

needs-human — 纯 UX polish（Past rooms 箭头对比度、非 live Bot 行的降级、副标题截断），按 AGENTS.md 不在准入线内：不开 PR、不入队。同族的 #1487、#1479 一并留在这里，等 owner 决定做不做、什么时候做。
