Allow owner-only root CID revoke grants from persisted target abilities. Preserve the requested CID and complete space scopes for alias-effective revoke and status; deny foreign targets.
Base implementation: #291 (TC-1071) 693f539. Tests: historical CACAO 12/12; Rocket scope 12/12; owner root 1/1; historical out-of-space 1/1; SDK real node 3/3; core/node strict Clippy and fmt pass.
