APPROVE (reviewed exact head 833c490): 4 files, as #373. Cargo.toml + both lockfiles change only the tinycloud-node version 1.21.2 → 1.21.3; CHANGELOG moves Unreleased to [1.21.3] with release notes (batch reads, the c-index migration + its rollback DELETE, the stats-token rule, fence TTL). Release 1.21.3 from main 108717e. Bumps tinycloud-node-server + Cargo.lock + test/m1-realdata-e2e/Cargo.lock. Moves [Unreleased] to [1.21.3] - 2026-10-19 with release notes. Version is manual per docs/releasing.md. Contains one migration (m20261020_000000_current_kv_key_c_index, performance-only; see the release notes for the rollback step).
