APPROVE (reviewed exact head c94eafc): 5 files. tinycloud-node-server/Cargo.toml plus the root, m1 and w5 lockfiles change only the tinycloud-node version 1.21.3 → 1.21.4 (the w5 bump is needed by its --locked check). CHANGELOG moves Unreleased into [1.21.4] with release notes (#381 deps + the aws-sdk-s3 1.x port; #378 inert; #364 tests/docs; no migrations; rollback = the 1.21.3 digest), and moves the TC-1452 bullet out of [1.21.3], which never contained #378 (v1.21.3 = 50d2820). Release 1.21.4 from main 9754286. Bumps tinycloud-node-server + Cargo.lock + test/m1-realdata-e2e/Cargo.lock + test/w5-policy-runtime-node-e2e/Cargo.lock (the w5 workspace is resolved with --locked in CI, so its lock carries the version too). Moves [Unreleased] to [1.21.4] - 2026-10-19 with release notes. Also moves the TC-1452 (#378) entry from the [1.21.3] section to [1.21.4]: #378 merged after the v1.21.3 tag (50d2820), so the 1.21.3 binary does not contain it. No database migrations; rollback is the 1.21.3 image. Version is manual per docs/releasing.md.
