feat(web): resume a run that failed with a provider error - #188
When a provider fails mid-turn (for example a 402 for an exhausted balance), the usual fix is switching to another model, but there was no way to pick the work back up without typing a throwaway "continue" message.
Resume was only offered for interrupted runs and usage limits, even though resuming already runs on the composer's selected model, so a provider-side failure left the thread at a dead end.
Medium Risk
Changes orchestration dispatch guards and composer resume behavior for failed runs; incorrect eligibility could allow invalid resumes or block legitimate recovery paths.
Overview
Users can manually resume a thread after more failure modes—not only interrupted runs and usage limits. Failed runs whose latest root provider failure is retryable on another model (e.g. provider balance errors) now expose resume in the composer and accept manualContinuationOfRunId dispatch, using the composer’s selected model as before.
Resume eligibility is centralized in shared manuallyResumableRun, replacing duplicated checks in Orchestrator.dispatchMessage and ChatView. Workspace preparation failures stay non-resumable here (they use prepared-run.retry instead). Runtime tests cover provider_error success and workspace_preparation rejection.

Walkthrough
The shared manuallyResumableRun helper identifies eligible runs. The web uses it to select a resumable run, and the server uses it to validate manual continuations. The test now covers provider_error alongside interrupted and usage-limit cases.
The web uses the helper to select a resumable run, and the server uses it to validate the requested source run. The test adds provider_error to manual-resume scenarios; usage-limit recovery remains specific to usage_limit.

Explanation
The title names the main change: a run that failed with a provider error can now be resumed. It follows the conventional commit format and matches the changeset, which adds a provider_error resume path via manuallyResumableRun in the shared helper, server orchestrator, and web ChatView.
Full details: Description check
Explanation
The description gives a short problem statement: provider failures mid-turn (such as a 402 for an exhausted balance) leave no way to resume without a throwaway "continue" message, and resume was limited to interrupted runs and usage limits. It does not include a Change section explaining how the fix works, a Scope and approval link to a triaged issue or maintainer approval, or a Verification section with tests or manual checks and their results. It also lacks the required before/after evidence for the UI change in ChatView.
Resolution
Add the following to the description, using the repository template headings:
Problem: keep the existing text, and add the expected behavior and reproduction steps or environment (for example, the provider and the error that triggers the failure).
Change: explain how manuallyResumableRun in packages/shared, the Orchestrator.ts validation, and ChatView.tsx now allow resume after a provider_error failure. Explain why the server and web changes belong to the same fix.
Scope and approval: link the triaged bug issue or the discussion with maintainer approval, including the approval comment. Explain why the change qualifies if no prior issue exists.
Verification: list the focused tests run (for example, the runtimeLayer.test.ts provider_error case) and the observed results. State anything that was not checked.
For the UI change in ChatView, add before and after screenshots, or a short recording, and embed or link them.
If an agent produced the change, name the model and harness at the end.

Assert the model used by the provider-error continuation.
The provider-error case omits the permitted modelSelection override and checks only run count and status. Pass a different valid selection to this continuation and assert after.runs[2]?.modelSelection equals that selection. The existing queued-run test does not cover this manual provider-error continuation.
