chore: adopt the shared mattpocock skills and drop the forked copies - #451

Five of this repo's project skills were older forks of skills that now live in ~/.claude/skills, linked to a checkout of mattpocock/skills that a git pull updates. Project scope wins over personal scope, so keeping the forks would pin this repo to the old vintage. `release` stays: it is TapScribe's own. `to-issues` and `to-prd` give way to the upstream `to-tickets` and `to-spec`, which read the tracker and label vocabulary from the new `docs/agents/` files.
Picks up the anyio BlockingPortal warning filter from #452, which is what this branch's red CI was waiting on.
