This file is getting really big!! This helps it be more managable. I'll try to region stuff better in the future.
This happened in WriteNewRoleOrder() because of a copy-pase oversight. Whoops!
This lets us restrict editing operations to users that have a higher role than another role. This prevents, say, a moderator from changing an administrator's roles.

This adds users, permissions and roles! It also introduces a bunch of endpoints for interacting with them.
There is no ability to delete roles or users right now, as I believe the networking systems need to be reworked for those to be created cleanly. (e.g. no JSON to return after deleting a user or role, just a 200.)
