What

Restores the first-time contributor welcome message in .github/workflows/pull-request-comments.yml using actions/github-script.

Why

In [62486], the deprecated and abandoned third-party wow-actions/welcome action was replaced with actions/first-interaction. However, because GitHub Issues are disabled for WordPress/wordpress-develop, actions/first-interaction suffered from upstream issue #365, treating every pull request as a first interaction and commenting on all PRs. This forced the job to be disabled in [62629].

By reimplementing the welcome message step using actions/github-script:

  • Eliminates reliance on third-party actions and upstream bugs.
  • Checks GitHub's native author_association (FIRST_TIME_CONTRIBUTOR or FIRST_TIMER) and verifies the author has no prior pull requests.
  • Guards against duplicate comments if a welcome comment already exists on the PR.
  • Restores the original welcome comment text and the celebratory hooray (🎉) reaction.

Testing Instructions

  1. Validated workflow syntax using actionlint with no errors.
  2. Verified job conditions (pull_request_target event and action == 'opened').

…g actions/github-script

Reimplements the first-time contributor welcome comment job in `.github/workflows/pull-request-comments.yml` using `actions/github-script`.

Bypasses the upstream bug in `actions/first-interaction` (actions/first-interaction#365) where disabled issues caused welcome messages to be posted on all PRs. Accurately greets first-time authors and adds the celebratory reaction without external dependencies.

See #65432.
