Replacing the Button loading prop with only a spinning icon leaves the refresh control enabled while isRefreshing is true. Repeated clicks dispatch duplicate invalidations and queue multiple timers. Please keep the control disabled/loading during the refresh (for example, add disabled={isRefreshing}).

Re-reviewed the latest head. The earlier request is addressed: the refresh button now has disabled={isRefreshing}, retains its click handler, and has a localized tooltip and aria-label. No blocking findings. All existing build/CodeQL checks pass.
