When FreeOS was hidden to the Windows tray, a second desktop-shortcut launch found the existing Wails window but checked visibility before the UI thread had applied Show. It then displayed an already-running error even though the restore completed moments later.\n\nThis hotfix retries the restore request for up to one second and only reports failure after the window remains hidden. It bumps the release version to 0.0.10.\n\nValidation:\n- Real Windows acceptance: 5/5 minimise-to-tray then relaunch cycles restored the existing window; process count remained 1\n- Go desktop suite: passed\n- Python non-live suite in UTF-8 mode: 3588 passed, 114 skipped\n- Ruff check/format and mypy strict: passed\n- 0.0.9 official installer recovery: upgraded a stranded 0.0.7 portable plus leftover 0.0.8 portable.new to 0.0.9 successfully
