Own durable operation intent, replay, and recovery. Cover pair writes, delegation, completion messages, shutdown, and deletion.

Dependencies

P2 follows P7 on the critical path and builds on P1 ownership. P2-006 also depends on P1 generation.

P5 durable child initialization depends on P2 delegation recovery. P6 completion contracts depend on P2 completion recovery.

Hardened audit mapping

Add these owned mappings:

• LIFE-GAP-039 / LIFE-BLK-P2-039: cover the crash window between authoritative rejection and settlement. Retry or surface settlement-write failure without false success. Bound rejected-action replay with persisted attempt or backoff state.
• LIFE-GAP-040 / LIFE-BLK-P2-040: define preserve, settle, or drop behavior for pending actions in every startup repair and reconciliation outcome. Both interrupt paths must apply the same rule.

Strengthen LIFE-GAP-006 / LIFE-BLK-P2-006 with one failure-phase table. The table must cover completion-message persistence, both lifecycle files, child pending-action state, and resumed replay.

Cross-link: #1714 is the concrete rejected-delegation regression. The current branch directly models successful rejected-action settlement. Crash-safe settlement remains open under LIFE-GAP-039. Startup repair behavior remains open under LIFE-GAP-040.
