Ownership boundary

Own barrier and notification contracts. Normalize lifecycle payloads and clear, resume, and abandonment behavior across tasks, providers, APIs, IPC, and webviews.

Dependencies

P6 follows P5 on the critical path. Event settlement and resume behavior depend on P1 generation rules.

Completion consumers depend on P2 completion recovery. Payload normalization depends on one event owner.
