Own the current one-permit provider scheduler and singular active-child baseline. Keep concurrent fan-out outside this baseline.

Dependencies

P7 follows P1 on the critical path. It depends on disk-authoritative ownership and exact awaited-child checks.

P2 follows this baseline. The optional fan-out program depends on P7 but does not block P7 closure.
