Implement curve migration proposal display and execute UI for creators

Summary

Add a curve migration management section to the creator key dashboard showing pending proposals, timelock countdown, governance vote status, and an execute button.

Scope

• Migration panel on key management page with pending and executed history
• Pending migration shows proposed params, timelock countdown, and vote approval %
• Execute button enabled only when timelock and vote threshold conditions are met
• Executed migrations show applied params and execution date
• Creator-only visibility enforced

Acceptance Criteria

• Pending migrations show correct timelock countdown and vote status
• Execute button disabled until both conditions satisfied
• Execution submits correct contract call
• Executed history shows params diff and date
• Panel not shown to non-creator wallets
