Implement emergency pause contract for platform-wide trading halt

Summary

Build an emergency pause contract that allows the multi-sig admin to halt all bonding curve trading across the platform in a single transaction, with a resume mechanism requiring a timelock delay.

Scope

• pause_platform() — multi-sig admin only, halts all buy and sell across keys
• resume_platform() — queued through 24h timelock, multi-sig required
• is_paused() — view function checked by bonding curve before trades
• PlatformPaused and PlatformResumed events emitted
• Per-key pause override for individual key emergencies

Acceptance Criteria

• pause_platform halts trades on all keys immediately
• resume_platform blocked until 24h timelock elapses
• is_paused checked correctly by bonding curve buy and sell
• PlatformPaused event emitted with timestamp and actor
• Per-key pause works independently of platform pause state
