Implement timelock contract for delayed admin action execution

Summary

Build a timelock contract that wraps privileged admin operations with a mandatory delay period, allowing the community to observe and react before execution.

Scope

• queue_action(action_type, params, eta) — queues action with minimum delay enforced
• execute_action(action_id) — callable only after eta timestamp
• cancel_action(action_id) — cancels queued action, admin only
• get_queued_actions() — returns all pending actions with eta and params
• Minimum delay configurable, default 48 hours

Acceptance Criteria

• execute_action blocked before eta with time_remaining error
• Queue enforces minimum delay on eta parameter
• Cancel restricted to authorized admin
• get_queued_actions returns correct params and eta for all pending actions
• ActionQueued and ActionExecuted events emitted correctly
