Build ACL whitelist management API for contract integration permissions

Summary

Expose CRUD endpoints for the on-chain ACL that controls which external contracts are permitted to interact with the platform, restricted to multi-sig admin wallets.

Scope

• GET /admin/acl — paginated list of whitelisted contracts with permitted functions
• POST /admin/acl — add contract address and function list
• DELETE /admin/acl/:contractId — remove from whitelist
• GET /admin/acl/history — add and remove event log
• All mutations validated against multi-sig admin authorization

Acceptance Criteria

• List endpoint returns all whitelisted contracts with correct function sets
• Add endpoint validates address format and function list before submitting transaction
• Remove endpoint requires multi-sig admin authorization
• History log includes all events with actor and timestamp
• Unauthorized requests return 403 with clear message
