MILR - Add Popup hint for range

When merged this pull request will:

• Adds a small pop-up when ranging with a MILR. for weapons that have a right-sided laser module

I had thought about mirroring the display onto the hud on update
that would also allow showing the ballistic drop
but that can always be done later

I guess the other decision now would be if it would be better to do this as a self-interaction instead of always showing a hint?

eg, a self-interaction that shows the current range? i could see that, however, it adds an extra step when you should just be able to look down at it
