Summary

Consult the existing dispatch authority in disabled-capacity mode, fail closed on malformed/mismatched grants, and patch only AnyIO/Certifi runtime pins.

Cross-Repo Change Set

Coordinated experimental demo release, not production approval. Related PR links will be recorded before merge. Components: control-plane, agentv, agentk, execution-engine, management-console; acornops-deployment follows after published artifacts exist.

Merge/rollout order: Control Plane before offered AgentV host upgrade; AgentK, Execution Engine and console independently compatible; coordinated platform chart last; private demo in-place upgrade after chart verification. No data reset, secret rotation or installed-host mutation.

Validation

Related component PRs (merge/rollout order described above):

task validate: 297 unit tests +29 keyless scenarios, Ruff/contracts/harness passed. Prior hash-locked install and 21-package runtime audit passed.

Independent final read-only review: no Critical/Important findings. Fresh workspace contract checks passed.

Docs Impact

Operations and focused execution plan explain disabled-mode dispatch and dependency evidence.

Residual Risk

Hosted multi-container integration and actionable image-vulnerability gates required before tag. Live paid-provider and production recovery acceptance not exercised.
