Replaces the outdated BUSL badge with Apache 2.0 (gateway is Fair Source, FSL-1.1) and updates the retry line.

Overview
Updates README marketing copy only: the license shield now reflects Apache 2.0 with a note that the gateway is Fair Source (FSL-1.1), replacing the old BUSL-1.1 / MIT SDKs badge.
The hero retry line is reworded to state that for consequential tools, a retry with the same idempotency key returns the original receipt rather than dispatching again—aligning the tagline with idempotency/receipt semantics instead of a generic “don’t charge twice” message.
