What changed

• Enabled mypy for the published Python SDK. The existing CI typecheck step now installs the optional MCP dependency before checking this package.
• Corrected decorator annotations while preserving monitored sync and async behavior. Updated the legacy MCP call to match the supported 1.x API, and bounded the MCP extra to <2 as the SDK code and README require.

How verified

• Before edits, ~/metacode/fleet/heavy mypy src from sdk/python reproduced all 17 reported errors.
• Installed the SDK dev dependencies with mcp==1.29.0 and mypy==2.1.0 in an ignored local .venv; UV_CACHE_DIR=/private/tmp/sel276-uv-cache ~/metacode/fleet/heavy uv pip install -e '.[mcp]' succeeded.
• UV_CACHE_DIR=/private/tmp/sel276-uv-cache ~/metacode/fleet/heavy uv run --no-sync mypy . , success, no issues in 20 files.
• ~/metacode/fleet/heavy .venv/bin/pytest -q , 212 passed.
• .venv/bin/ruff check ., .venv/bin/ruff format --check ., and git diff --check , passed.

Not done / follow-ups

• Hosted CI has not run in this worktree. The existing CI command is now active for this SDK; a separate typecheck script was unnecessary.
• The legacy python -m b2a_sdk.mcp serve route still has two pre-existing runtime defects: wrong FastMCP.add_tool() arguments and a synchronous run() inside an active event loop. Decide whether to retire this direct billing route or repair it after reviewing its authorization boundary. This change does not claim that route works.

Overview
Turns on mypy for the published Python SDK by adding [tool.mypy] in sdk/python/pyproject.toml and extending CI so the sdk/python matrix job installs .[mcp] before running mypy (MCP types are needed for a clean check).

Fixes the 17 mypy errors mostly in decorators.py: explicit return types on @monitored, @billable, @combined, and @mcp_tool, async/sync wrapper typing with cast/Awaitable, and metadata assignment via wrapper.__dict__. Runtime behavior for monitored sync/async paths is unchanged.

MCP packaging and legacy CLI typing: caps the optional mcp extra at <2 (aligned with FastMCP 1.x), makes httpx a direct import in mcp.py, narrows transport to Literal["stdio", "sse"], and adjusts FastMCP construction/run() for the 1.x API (port on the server, not on run).
