- POST /api/v1/instructors/invites/preview — validates emails, returns default subject/body
- POST /api/v1/instructors/invites/send — sends registration emails (supports custom body)
- Two-step UI: enter emails → preview with editable message → confirm send (extension 6a)
- Admin-only access enforced on both endpoints
- Full controller integration tests and service unit tests
