[C++][Parquet] Avoid unnecessary copies when building data pages #55305

Describe the enhancement requested

There are two unnecessary buffer copies:

1. BuildDataPageV1 can use the values buffer directly when there are no definition or repetition levels.
2. BuildDataPageV2 unnecessarily copies combined when buffering dictionary-encoded pages; the copy is never used.
