Rationale for this change

When we updated to build with 3.15.0 we updated the build_date to install Python from the astral builds. This broke 3.14 because the version on the used URL is 3.14.8 instead of 3.14.7.

What changes are included in this PR?

Update all references to 3.14.7 to 3.14.8.

Oops, I missed that one. Thanks @kou. Updated. Will trigger the macos wheels which are the only ones affected by that script and will merge when successful.
