This PR updates the Quota Plugin documentation to cover the changes and new features in apache/cloudstack#9590, apache/cloudstack#10505, apache/cloudstack#10506, apache/cloudstack#12961, apache/cloudstack#13236, and apache/cloudstack#13449.
