The dialect labeler from #2517 only reacted to PRs being opened or edited, so pushing to a PR, including the Update branch button, never labelled it.
This adds
synchronizeandreopenedto thepull_request_targettriggers, so an open PR is labelled on its next push. The comment asking for a dialect still only goes out when a PR is opened.
