Nope, this is not it, 3.1.4 is version wanted, and is present in LRM, but the IT sets split repository, which is not the same as bootstrap pre-populated (root is, but content is split), hence it sees it as "empty". But, the global settings redefine central, so maven cannot even fetch it.

Simply put, this (new) IT never ran with 3.10.x, and is broken.
