feat(actor-categories): add Interface categories - #723

Adds `INTERFACE_CATEGORIES` (Run, Multi-tenant Server, Single-tenant Server) for the Store "Interface" filter. They are LABEL-group categories but kept out of `LABEL_CATEGORIES`, so the "Actor type" filter and the LLM labels pass don't see them.
