Summary

• promote the existing Validation development-line repository health, CI, hook, and PHP 8.4 alignment work
• add the AssegaiPHP 0.10.0 synchronization release note
• make no validation runtime behavior changes for the 0.10 milestone

The repository health and alignment commits already existed on remote develop; the 0.10 synchronization commit was added on top.

Validation

• composer validate --strict --no-check-lock passed
• composer test passed: 33 tests, 221 assertions
