Release 0.3.0 with async-action and skill improvements

Summary

• Add internal async-action rejection observation while preserving original promise identity and rejection behavior.
• Return typed async-action promises from Store, ReactStore, and StreamingStore dispatch.
• Add provenance-safe redundant async-action catch linting and update reference documentation.
• Consolidate all 59 skills around canonical ownership with relative-reference continuity and React/Svelte isolation.
• Normalize skill anchors and prepare the 0.3.0 package release metadata.

Validation

• Focused skill/package/architecture suite: 106 passed.
• Full test suite: 389 passed, 2 skipped.
• Build, architecture validation, release validation, cleanup, and diff checks passed.
• Independent 59-skill path/anchor/isolation scans passed.
• Full TypeScript retains 24 documented baseline diagnostics in four untouched test files; no changed-file diagnostics were found.

Scope

No runtime, dependency, or unrelated files were changed by the release metadata task. The worktree was clean before push.
