fix: add cronJob tool access to the orchestrator

Description

Add cronJob tool access to the orchestrator agent. The orchestrator previously lacked the ability to manage scheduled cron jobs during interactive sessions. This fix adds cronJob to the ORCHESTRATOR_TOOLS array and classifies it for the orchestrator agent type.

• Created tests/unit/tools_orchestrator.test.js with 7 tests verifying:
  • cronJob is included in ORCHESTRATOR_TOOLS array
  • ORCHESTRATOR_TOOLS is an array of strings
  • cronJob is classified for orchestrator agent type
  • cronJob retains existing classifications (security-audit, performance)
  • getToolsForAgentTypes returns cronJob for orchestrator type
  • getToolsForAgentTypes returns cronJob for security-audit type
  • getToolsForAgentTypes returns cronJob for performance type
• Full test suite: 1288 tests pass (0 failures)
• `npm run lint}: clean (0 warnings, 0 errors)
• `npm run coverage}: coverage report generated successfully
