feat(ui): switch dashboard type to Google Sans Flex

Summary

• Replace Base Sans with Google Sans Flex as the dashboard typeface, including license/NOTICE updates.
• Recalibrate text styles, button/tab label centering, and a few layout tweaks to match the new metrics.

Depends on #112.

Test plan

• Confirm fix(ui): sidebar motion, theme switch flicker, and skeleton spacing #112 is merged (or this PR is based on max/sidebar-polish) before review
• Load /, VibeNet demos, faucet, upgrades, and internal explorer and check body/mono type
• Check button, tab, and badge labels for vertical centering
• Toggle light/dark and confirm font-face loading does not flash Base Sans
