This PR creates a file group containing all NDK files with public visibility.
The motivation is to allow external build systems (e.g., Gradle) to use the NDK managed by Bazel during the transition period from Gradle to Bazel.
Besides that, it can also be useful for 3rd party scripts that need easy access to NDK toolchain files for various scans/checks/etc.
