Centralize review flag clearing in updateCsaStatus for all transitions off on_hold (resume, set not eligible) and in forceUpdateCsaStatus for WKL/CRA bypass paths. Removes the duplicate clear on resumeContacts.
Pass section54 to step8_UpdateEligibleTbd from Step 2 only so Not Eligible - In Pay and Not Eligible IP-TBD return to In Pay for Section 54 legal auth
Remove pre-add validation for system-generated Application Start Date, Cancellation End Date, and Cancellation Reason Code so the process can default them after validation passes. Keep birth place and identity checks.
* fix: rename Job Monitoring Activities section to Alerts Reduce confusion by relabeling the section and adding a tooltip that clarifies it shows warnings and errors from jobs and processes.
Add last_eligibility_evaluated_at as the BL-14C watermark so hold/resume no longer skips staging upserts when fetch data predates the resume timestamp. csa_status_effective_date remains for status audit and ICM sync.
…#442) Status Effective Date is already shown in the main table; the details header now shows only Last Eligibility Run.
