Allow for projects where the environment manager is responsible for providing Python, and thus provides a "non-framework" Python.

This means linking against a lib/libpython3.x.so, rather than a Python.framework; and setting the PYTHONHOME to point to the lib location.

beeware/briefcase#2972 will need to be merged before the changes in this PR can be used to tag a new binary
