Bumps the radixtarget floor to 4.3.0.

Stacked on #3474: radixtarget 4.3.0 requires Python >=3.11, so this can't resolve until 3.10 is dropped. The uv.lock diff also includes the lockfile regeneration for the new requires-python range, since the lockfile on #3474 is currently stale (uv lock --check fails there).
